Caleb was there to protect the area where the bringers were digging out the axe, the one buffy used to kill caleb. Wait a minute...why did the first want to get out the slayer axe? Buffy wouldnt have been as big a threat if they had just left it burried in rock?  |

The First knew of the power of the axe, but I don't think it knew that it was to be used only by one worthy enough to use it. The Goddesses were very good at keeping it a secret.

I think there was an episode that showed boys and girls from the high school getting turned into bringers when they stand in front of the seal. Dunno where they got the robes from though.
