You're right, spike was never part of the masters' elite group. The first had no real reason to beleive spike would follow the master, or himself taking the form of the master. I can only think that the first was taking so many forms in order to drive spike further into insanity, to make spike forget who was good and who was bad.

I think I'm just cynical (hence the name), but I think the best Master explanation is a simple mess-up - Joss wanted to distract long-time fans from the bad writing and decided to do a montage, ignoring whether or not it made sense to do so.

True Spike wasn't part of the Master's Sunnydale group though he probably knew him at some point in history. Likewise, Spike never met the Mayor so when the Mayor appeared, Spike probably thought, "Okay, there's some middle-aged guy in a suit who I have bullocks idea who he is annoying me." It was, of course, all just an excuse to have every big bad make a cameo. And, yes, the cameos were just about the highlight of the season. When Faith appeared and then the Mayor made a cameo that made sense, that was the highlight of the late season.
