After prophecy girl, buffy left town, and sunnydale became free of vamps. When she came back, so did the vamps. Does this seem right? The hellmouth was totally unguarded with no slayer there, and the monsters just stay away? Its almost like they were waiting for her to return. Its crazy!

I guess that in S1, the whole vampire thing was much different, as they were all clustered around the Master. As they'd designed it, it made sense that things would be quieter after his (and Darla and Luke's) deaths, although the town certainly wouldn't have been free of them. That part was a bit silly, as were their sudden reappearance, I agree. It's even more annoying the next season when the gang screams at Buffy for 'abandoning' her post (nevermind the whole murdering the love of her life thing), all the while having forgotten that she dropped the Slayerness the previous year to go off to LA with her dad.

I thought they were upset with buffy for abandoning her frineds/mother more than her post... but I see what you mean about vamps following the master. But then again, the annointed one was still around with his own followers, and they didn't bother trying to raise the master till buffy showed up.
Perhaps there were plenty of murders when buffy was away, but the gang didn't hear about them?

Possibly! But I think it was probably more of a real-world issue effecting the writing, with the wait to know if the show had been renewed in S2. I'd imagine that if S2 had been greenlighted before S1 was finished, those loose threads would have been sorted out. You're right about Dead Man's Party - they were upset with her abandoning them (and the slaying too); I still don't think it excuses their actions one bit. In the real world, any 'friend' who yelled at someone who'd just undergone a terrible personal tragedy and was having trouble coping wouldn't find themselves a 'friend' much longer.
