Definitely Lorne. Although S1/2 Cordy had her moments too.

On Buffy, It is a three way tie between Xander, Anya and ANDREW<3
On Angel, Lorne was funny, Cordy had her moments and DOYLE<3 |

Anya definitely to me was always so funny. She had a perspective no one had and she always came out with some inappropriate comment that was hilarious.

Buffy is pretty funny but I love love Willow she's hilarious! oh and Druscilla omg she's amazingly psychotically funny! I think I'm more like her than all of them well i think Willow might come in second. but I love them all they are all equally funny I think.

On angel they were all pretty funny in the early seasons, by s4 lorne was carrying the humour on his own. Till they brought back spike and harmony anyway.
One more question in keeping with this theme - Who was the LEAST funny?
Out of the main characters I'd have to say dawn. But over all probably joyce, I mean she was in like 50 episodes and she never said or did anything funny (well except for in band candy, but she wasn't herself then).

If we're talking characters who were never humorous, then Dawn, Joyce and Tara are all good mentions - but since they weren't really supposed to be comic relief, that's not a problem.
If we're talking characters who were supposed to be amusing but weren't, then Andrew takes it by a mile. How anyone could find the same stereotype geek jokes repeated over and over again funny is beyond me.

I don't think it was ever just one character, but Xander, Spike and Anya certianly had some of the best lines over the course of the show.
As for Angel - I agree with S2 Cordy and definitely Lorne

Anya and Xander. All character have had a few funny moments, but Xander and Anya are the funniest!!
